Ο Δήμος Πάτμου εναντίον των άδικων διεκδικήσεων περιουσιών από το Δημόσιο

Ένα μείζον εθνικό θέμα αναδεικνύει ο Δήμος Πάτμου που αφορά στο ιδιοκτησιακό καθεστώς των νήσων Αρκιών και Μαράθι. Σε μία κρίσιμη περίοδο που το σύμπλεγμα των Αρκιών περιλαμβάνεται στη λίστα με τα 152 νησιά, νησίδες και βραχονησίδες των οποίων την κυριαρχία αμφισβητεί η Τουρκία, το Ελληνικό Δημόσιο προχωράει τις διαδικασίες διεκδίκησης και αναγνώρισης της κυριότητας επί ακινήτων που βρίσκονται στην Πάτμο, τους Αρκιούς και το Μαράθι που αποτελούν όμως πατρογονικές περιουσίες. Επιπλέον έχει  προβεί και στην κατάθεση αγωγών θέλοντας να εδραιώσει τη νομιμότητα των διεκδικήσεων αυτών με την ένδειξη αγνώστου ιδιοκτήτη. Ένα μέρος όμως των αγωγών αυτών στρέφονται και κατά ιδιωτών αλλά και του Δήμου. «Λαμβάνοντας υπ΄ όψη το ιδιοκτησιακό καθεστώς όπως αυτό διαμορφώθηκε μετά το Χρυσόβουλο, την έκταση του νησιού, τον πληθυσμό και τις λοιπές παραμέτρους που αφορούν στους Αρκιούς (κοινωνικά κριτήρια, αντίξοες συνθήκες, επίπεδο διαβίωσης) η περιοχή αυτή θα έπρεπε να είναι εκτός του χάρτη διεκδικήσεων. Η αντίφαση που δημιουργείται είναι εμφανής και το άδικο είναι προφανές, καθώς ήδη από το 1957 (Ν. 3800/1957) το Ελληνικό Δημόσιο παραχώρησε πλήρη δικαιώματα κυριότητας στον Δήμο σε νησιά πλησίον της νήσου Πάτμου, όπως και νησίδες πλησίον των Αρκιών, και έρχεται κατόπιν 50 και πλέον ετών και τα διεκδικεί εκ νέου. Δεν στρεφόμαστε εναντίον κάποιας συγκεκριμένης κυβέρνησης αλλά στις επιβλαβείς τακτικές του Δημοσίου που συντηρούνται για πολλά χρόνια»,  εξηγεί ο Δήμαρχος Πάτμου, Λευτέρης Πέντες.

Σε μια κίνηση υψηλού συμβολισμού αλλά και ουσίας, σύσσωμοι οι κάτοικοι των Αρκιών, κοινοποίησαν επιστολή στον Δήμαρχο, η οποία απευθύνεται στον Πρωθυπουργό με την οποία ζητούν την παύση όλων των διεκδικήσεων εις βάρος των ακινήτων τους. Ο Δήμαρχος Πάτμου, που έχει αναλάβει την πρωτοβουλία διαχείρισης για πρώτη φορά μέσω στρατηγικού πλάνου, τονίζει πως «πρόκειται για ένα θέμα εθνικής σημασίας, καθώς το Ελληνικό Δημόσιο διεκδικεί στην ουσία περιουσίες  μόνιμων κατοίκων σε ένα ακριτικό νησί το οποίο αυθαίρετα επιβουλεύεται η Τουρκία! Χαρακτηριστικά, το Ελληνικό Δημόσιο διεκδικούσε μια έκταση 800 στρεμμάτων από τον Δήμο Πάτμου την οποία για να  κατοχυρώσουμε τελικά, ασκήσαμε έφεση και την κερδίσαμε, ωστόσο η υπόθεση αυτή κόστισε στον Δήμο μας 20.000 ευρώ. Σε μια εξαιρετικά δύσκολη οικονομική περίοδο χρειάστηκε να δαπανήσουμε ένα σημαντικό ποσό προκειμένου να αποδείξουμε τα αυτονόητα αντί να διαθέσουμε τα χρήματα αυτά προς όφελος των Δημοτών. Με την ίδια παράλογη λογική το Ελληνικό Δημόσιο αναγκάζει κατοίκους των Αρκιών και της Πάτμου, να επιβαρυνθούν με δικές τους πολύ μεγάλες δαπάνες, ώστε να μην χάσουν το σπίτι στο οποίο μένουν επί χρόνια.»

Σημειώνεται πως ήδη η Δημοτική Αρχή έθιξε το θέμα στο Τμήμα Περιουσίας του Υπουργείου Εσωτερικών, με την παροχή απόψεων στο πλαίσιο κοινοβουλευτικού ελέγχου μετά από ερώτημα του βουλευτή Κυριάκου Βελόπουλου, ΑΠ 1297/5-4-2021. Εν συνεχεία, κατατέθηκαν τα σχετικά υπομνήματα για το θέμα τόσο ενώπιον του υπουργού Επικρατείας Γεωργίου Γεραπετρίτη ΑΠ 5639/8-10-2021, όσο και ενώπιον του αναπληρωτή υπουργού Εσωτερικών Στέλιου Πέτσα ΑΠ 5640/8-10-2021. Τέλος, το ζήτημα του ιδιοκτησιακού καθεστώτος ετέθη σαφώς και προς τον πρωθυπουργό, με το υπ΄ αριθμ 5966/25-10-2021 υπόμνημα το οποίο κατατέθηκε ενώπιον του. Τέλος ζητήθηκε μέσω επιστολής δημάρχου και έγινε ομόφωνα αποδεκτό από την Περιφερειακή Ένωση Δήμων Νοτίου Αιγαίου, να υποβάλει υπόμνημα προς την πολιτειακή ηγεσία, αιτούμενη την παύση των διαδικασιών διεκδίκησης και αναγνώρισης της κυριότητας επί ακινήτων που βρίσκονται στη νήσο Πάτμο, στους Αρκιούς και σε νησίδες πλησίον αυτών.
